On June 20, a meeting of expert councils took place based on the results of the evaluation of projects submitted for competition for the six UCF programmes. The discussion was attended by the Head of the Ukrainian Cultural Foundation Maryna Poroshenko, Supervisory Board members, representatives of all ten expert councils, the Foundation Directorate, and the staff of the Expert Department.

The meeting aimed to sum up the results, receive feedback and analyze the work of the UCF experts in 2019. The participants discussed the following changes that should be made to the methodology for evaluating project applications to improve the efficiency of the work of experts:

  • change the 3-stage cascade method of evaluation to a cascade-rating model: 3 content experts who form of average score in the first stage. In the second stage, in case of receiving 70 and more points, the evaluation by 2 financial experts - the average mark of evaluation by financial experts
  • reorganize the council for project communication strategy
  • unify the evaluation protocol for content experts in connection with the communication council and with sectoral councils
  • improve the notification of a conflict of interest
  • avoid subjectivity in selecting projects, they should be evaluated by 3 content experts.
  • monitor the projects supported by the UCF by the experts who evaluated them

As a result of the meeting, a working group of experts will be created to work out a new version of the methodology for project evaluation. The Ukrainian Cultural Foundation is going to carry out certification and raise the professional level of experts through specially prepared training programs developed by the Foundation.
