On June 19, the Verkhovna Rada of Ukraine voted in favor of a number of bills that will promote the support and development of Ukrainian cultural products in the music and book publishing sectors. At the same time, these bills will limit the presence of Russian cultural products in Ukraine:

  • The draft law "On Amendments to Certain Laws of Ukraine on Support of the National Music Product and Restriction of Public Use of the Aggressor State's Music Product" (7273-d) will prohibit public performance of Russian songs, their broadcast on radio, and demonstration of Russian music videos on television. At the same time, the bill provides an increase in quotas for Ukrainian-speaking songs (up to 40%) and news-analytical / entertainment programs during broadcasting (up to 75%).
  • The draft law "On Amendments to Certain Laws of Ukraine Concerning Restrictions on the Import and Distribution of Publishing Products Concerning the Aggressor State, the Republic of Belarus, the Temporarily Occupied Territory of Ukraine" (7459) and "On Amendments to Certain Laws of Ukraine on Stimulating the Development of Ukrainian Book Publishing and Book Distribution" (6287) ban the commercial import of books printed in Russia, Belarus, and occupied Ukrainian territory, while also requiring special permission for the import of books in Russian from any other country. A new rule will apply to foreign authors too. If they want to sell their books in Ukraine, they will be able to do so only in Ukrainian translation, in the languages of national minorities or in official languages of the EU. Bookstores that sell books only in Ukrainian language will be able to receive state subsidies (up to 20% of income) to reimburse the cost of renting real estate.
